The HVRP program works directly with the U.S. Department of Labor Veteran’s Employment and Training Services, as well as the area Careerlink Offices. Services are available in Luzerne, Lackawanna, and Monroe Counties.
Who qualifies?
A candidate must:
- have verifiable veterans status
- have at least one day of active service
- have other than Dishonorable Discharge status
- be literally homeless, living in transitional housing, facing imminent eviction, housed within the last sixty (60) days and/or active enrollment with SSVF Program

You will need:
- Income verification
- DD214 or other acceptable documents verifying veteran status (we will be happy to assist anyone with acquiring their Form DD-214 and other necessary documentation)
- Homelessness documentation such as eviction notice, certification from a local shelter, transitional housing letter
- Completed eligibility assessment with CEO staff
