Luzerne County Whole-Home Repair Program

On August 8, 2023: Luzerne County Council approved an additional $2.5 million in funding for Whole Home Repairs.  Applications received during the July 2023 application period may be eligible for these funds.  No additional applications will be accepted.

Update on 10/2/2023:  Application review is complete.   All applicants will receive an update regarding their application, via US Mail.  These were mailed in batches on 9/29, 9/30 and 10/2.  Please allow up to two weeks for US Postal Service delivery.

You have a right to appeal should you disagree with the eligibiltiy decision.  The process is outlined in the document linked at the bottom of the page.

 

 

OVERVIEW
The COVID-19 ARPA Whole-Home Repairs Program addresses housing insecurity and the climate crisis by providing grant funding to Luzerne County for up to $24,999 per unit in repairs for homeowners. Additionally, this program provides funding for construction-related workforce development.

WHO’S ELIGIBLE?
Luzerne County homeowners whose household income does not exceed 80% of the area median income are eligible for grants. Repairs can only be completed on owner occupied, single-family homes. Manufactured homes are eligible.  See below for the eligibility checklist and income limits.

HOW TO APPLY
Applications will only be available from June 20 until June 30, 2023. Applications were available both online for printing and for pick up at CEO's Wilkes Barre and Hazleton offices. Applications will not be available before or after these dates.

Applications will only be accepted from July 10 until July 14, 2023.

Applications will be accepted in person at CEO's Wilkes Barre and Hazleton offices. Early or late applications will not be accepted.

Applications submitted in person will be reviewed to ensure all required documents are submitted. A date and time stamped receipt will be provided to the applicant after the application has been reviewed and is considered complete. Applications will be processed and prioritized in the order in which they are received as complete.

 Whole-Home Repair Program Eligibility Checklist

  • I live in and own my home, in Luzerne County.
  • My home is a single-family home
  • My name is on the deed for my home or the title of my manufactured home.
  • I am current on my property taxes.
  • The repairs my home needs are for health, safety and habitability, energy or water efficiency, or to make it accessible for individuals with disabilities.
  • My annual gross income is less than the amount shown for my household size on the chart below.  Income limits are based on HUD’s 2023 80% Area Median Income, effective June 15, 2023.
