Use the resources below to complete required training, access reporting and record-keeping forms, register for ServSafe certification, and learn how to use Service Insights.

Training Resources

Find required Food Bank training, reporting documents, forms, manuals, and record-keeping resources.

Food Handling Training

Food Bank partner agencies offering food or grocery distribution must have lead volunteers or lead pantry staff trained in Food Handling for Food Banking.

Training is valid for two years.

The Food Handling for Food Banking training video is approximately 1 hour and 8 minutes long.


Complete the Quiz

The online quiz should take approximately 10 minutes or less.

A companion textbook is available for reference. If you would like to receive one by mail or with your next Food Bank order, please contact the Food Bank.

ServSafe Certification Requirement

Food Bank partner agencies with on-site food preparation and/or meal service must have a ServSafe Food Protection Manager Certification.

At least one kitchen manager must be trained. Certification is valid for five years.

Civil Rights Training

Civil Rights training must be completed annually by all staff and volunteers involved in food distribution.

Training must be renewed every June. Training materials may be reviewed individually or as part of a group session.

Document Your Training

Program or organizational leadership must complete the Civil Rights Self Certification after completing the training. The form is automatically submitted to the Food Bank.

All other staff and volunteers may complete the self-certification form above. For group training sessions, agencies may instead use the Annual Civil Rights Training Sign-In Log.

Required On-Site Materials

Once training is complete, make sure the following required materials are available at your location.

The Civil Rights Complaint Form must be available upon request. The Written Notice of Beneficiary Rights must be posted and visible during every food distribution or meal. Add your agency name before posting.

The Justice for All poster must be visible during every food distribution or meal and printed in full color at the required 11 × 17-inch size. Contact the Food Bank if you need a new laminated copy.

TEFAP Forms & Resources

Current-year TEFAP Self-Declaration of Need forms are required. Forms should be printed in the provided two-page, double-sided format.

Additional languages for the Self-Declaration of Need form are available through the Pennsylvania Department of Agriculture.

Service Insights Training

Service Insights on MealConnect is a no-cost intake system available to Food Bank partners. It securely stores information about the neighbors you serve through a shared network while keeping visit information private to each partner agency.

Better information about who we serve, how often they receive services, and where they travel for food helps us better understand food insecurity throughout Northeastern Pennsylvania.

Advocate for more resources, apply for grant funding, measure success, and improve services.

Less Paperwork for Partners

Service Insights can reduce the need for paper TEFAP forms, signature logs, file boxes, clipboards, and monthly data reports.

Use of Service Insights is not currently required, but it will eventually be required for pantries, mobile pantries, and Children’s Produce Markets.

Step 1: Complete the Training Videos

Watch the six core training videos below in order.

3. Reservations

Reservations are useful for monthly recurring events such as mobile pantries and Children’s Produce Markets. They generally are not relevant for pantries with more frequent operating hours.


4. Returning to the Homepage, Changing the Date & Searching by Alternate ID

5. Logging a Return Visit

6. Service Insights Intake — Supplement to the TEFAP Form

Additional Training

If this topic applies to your program, review the additional training below.

Step 2: Practice in the Training Site

Log into the Service Insights training site and complete at least one practice entry. Use your own phone number or email address so you can review the automated messages generated by the system.

Contact the Food Bank for training-site login information.

Step 3: Complete the Setup Questionnaire

After completing the videos and at least one practice entry, complete the Service Insights Setup Questionnaire.

If you already completed the questionnaire, email ghunt@ceopeoplehelpingpeople.org with the name of the person you entered into the training system to confirm completion of Steps 1 and 2.

After receiving the questionnaire, Gretchen will create your Service Insights profile, schedule, and username(s) and send that information to you.

ServSafe Managers Course

CEO/Weinberg Northeast Regional Food Bank offers the ServSafe Managers Course semi-annually. ServSafe Food Protection Manager Certification is required for facilities and individuals that prepare food on-site.

The course includes self-study followed by a one-day review session and certification exam.

Next Class

Wednesday, October 21, 2026

A typical class begins at 9:00 AM. The exam begins at approximately 3:00 PM, with the end time dependent on individual exam takers.

Lunch is provided.

Before the Course

This course requires self-study before the review and exam. Please plan to spend at least 12 hours reading and studying the textbook before class.

We will coordinate textbook pickup or delivery with you.

The textbook and exam are available in Spanish. The review course is taught in English only.
